Estimating Based on Comparables

Preliminary staffing estimates have been determined by performing significant analysis of comparable city staffing ratios, industry staffing standards, and balanced with an empathetic understanding of the higher needs of the City’s citizens.

Economies of Scale

Many of the City’s operational departments will need a specific number of staffing positions, despite the City’s population size. For example, the HR department staffing count will remain mostly the same, whether the City has a population of 50,000 citizens or 100,000. However, relationship-based staffing positions – such as therapists and healthcare positions – will require hiring fluctuations based on the City’s population.

Calculation formulas and sources

City Administration

City Administration is the department that will handle all functions regarding the running, maintaining, and future planning of the City. This will include the City's administration (such as general city management, planning, human resources, legal services, information technology, records management, and other functions); public works departments (such as construction, repair, clean up, park maintenance, etc.); strategic management; and public safety (such as city security, control room security, fire protection, emergency response, correctional services, etc.).

Hospital

The City's hospital staffing estimates are based on California's ratio of 1.9 beds per every 1,000 citizens. The hospital will be built for a maximum population of 150,000 citizens. If/when the City has a lower population, the bed ratio will be much higher than California's standards. Staffing numbers will adjust based on the City population and bed usage. To estimate the number of medical staff required, staffing ratios from Health City Cayman Islands are used (which also follow staffing guidelines in America). For doctors and surgeons: 1 doctor to 4.95 beds. Nurses will comprise approximately 30% of staff (source 1, 2, 3, 4). Ratio of (paid) employees to beds are: 2.32 @ 95 beds (50k pop.); 1.39 @ 190 beds (100k pop); and 1.05 @ 285 beds (150k pop.). As the City's population and bed usage grow, so will the number of doctors and nurses. However, it's anticipated other non-medical staffing (janitorial, etc.) will not grow as much. Of the entire staff, the percentage of doctors, surgeons, and RN's are predicted to be: 39% @ 95 beds with 50k pop.; 45% @ 190 beds with 100k pop.; and 49% @ 285 beds with 150k pop. The overall staffing count will be lower than typical hospitals, because some departments, such as Billing, won't be needed, and the hospital will use citizen workers for some roles, which are not added to these totals. Dentist

According to the World Health Organization, 6.1 dentists are needed per 10,000 people in America. Each dentist requires a dental hygienist and dental assistant. So for every 10,000 people, that's a team of 18.3 employees.

Therapist

A variety of sources indicate therapists working full-time see, on average, 15 to 30 clients per week (source: 1, 2, 3). For the City's calculations, therapists will work 5 days per week and will see an estimated 5 patients per day, for a total of 25 patients per week. To get preliminary staffing numbers for therapists needed in the City, it is guesstimated that 10% of the citizen population will have therapy weekly, 10% bi-weekly, 10% monthly, and 20% will attend group therapy. Therapists will see patients with a mixture of weekly, bi-weekly, monthly, and group sessions. It's unknown how many citizens will want to participate in therapy, so these are broad guesstimates. Based on stated therapy failure rates, most will probably attend only one or two sessions.

Facilities

Facilities will consist of all NON-city related management buildings, including areas like the movie theater, bowling alley, museum, entertainment halls, etc. These numbers are guesstimates. See the facilities spreadsheet for details.

Dorm Monitors

Although all dorm buildings will have CCTVs monitoring all floors of all dorm buildings, dorm monitor staff will be on location to quickly address issues. During sleep time, fewer monitors will be needed, and during busier times – such as morning times – more monitors would be needed. This staffing estimate is based on 3 dorm monitors per building to move through the 16 floors, with 3 shifts per day (to cover 24 hours), for all 16 buildings.

Citizen Processing

Staff in the citizen processing center will assist citizens arriving into the City, as well as: departing citizens, citizens requiring alcohol and drug rehabilitation, and holding. This staffing number is a guesstimate.

Citizen Services

Counselors within the Citizen Services department will assist citizens with issues they will have while living in the City, such as: changing dorm locations, roommate conflict resolution, reporting issues in the City, PADD replacement, etc. In addition to daily tasks, the staff will assist Citizens for preparation with leaving the City: such as job and housing placement assistance, life skills training, legal issues, driver licenses, and more. The estimate for staffing numbers for counselors is based on the National Association of College Admission Counseling recommendation for K-12 schools, which recommends a ratio of 250 K-12 students to 1 counselor. However, the current national average is 482:1 counselor.
